Analyzing Opportunities and Threats Ahead for Chabahar Port Development Plan Using AHP Method

Abstract
Following the structural changes of the global economic and commercial system and the establishment of a unified global economic system, maritime transportation industry has also undergone faster, massive and profound developments as a global infrastructure for trade. Ports in a fully competitive environment, in order to maintain and improve their position to meet customers' needs in the world trade, need to develop their infrastructure, superstructure and services. This objectively applied research carried out to investigate the opportunities and threats in Chabahar port development project, using the AHP method. Delphi method used for investigation, and expert questionnaire used for data collection in this research. Expert Choice 11 software was used in this research in order to analyse the data from a sample of 67. According to the results of data analysis and the total weight of the indicators, respectively, the index of Infrastructure factors, superstructure factors, geographical factors, hinterland factors, service factors, economic factors, political factors and manpower, prioritized in terms of the range of opportunities and threats facing Chabahar port development project. In order to strengthening position of Chabahar port, followings are suggested: emphasis on attracting foreign investment, removal of cumbersome regulations for investing, continuous implementation of marketing process and use of appropriate promotional tools for better introduction of port status and its potential, formulation and continues appraisal of the Chabahar port development project, bilateral cooperation agreements with other ports.
